Time is a priceless thing.  Once we waste our time, there's no way of getting it back.  That is why it is important to be productive, to set priorities, and to get everything done that needs to be done each day.

Write down your plans, goals, and aspirations.

When you write down what you want to do, or need to do, you are that much more likely to actually get it done. If you need to get some things done today, write them down.

Organize your time.

If you have more than enough tasks to complete in one days time, simply create time limits whenever possible. Some things will require your attention no matter what (situations with family and friends), while other things can be pushed down the priority list (surfing the net, playing games, reading, watching t.v., etc...). Commit to doing the things that need to get done in one day, and stick to a time limit with the rest of the things that don't necessarily have to be done.

Become distraction free.

It's very easy to get distracted doing various things, especially online. Setting time limits to complete tasks will definitely help, but you may also need to police this yourself. Once you see that you have gotten off track, quickly get back to what you were doing and finish your original task. If you find that there is more time left you can always move on to other things at that point.

Prioritize your time.

Sometimes we tend to do the things that are lower on the priority list, rather than the things at the top. If necessary, write down your plans from greatest to least in priority. That way you can make sure that the things at the top of the list get done no matter what. If you need to spend some time in meditation or prayer, make that one of the things at the top of your list. If you have a spouse or children, put them at the top of the list as well. Most people have to go to work, so that may also be on your list, but it shouldn't be number one, unless you plan on pushing people away by pulling your work closer. Try not to spend more time than absolutely necessary at work, and then you may want to limit the time you spend on the rest of the activities on your list.

Have fun.

Just because you're trying to waste less time does not mean that you are restricted from having fun. You can still enjoy yourself and do the things that you love to do. In fact, prioritizing your time, and writing things down should help you get more things done each day, which will in turn allow you more time to do the things you love.

There are a lot of reasons why we waste so much time each day.  Write down your goals, be more organized, don't get distracted, make priorities, and you will be on the way to being the most productive that you can be, and you will still have time leftover to have fun.
